Program Quality Supervisor (Before School Expanded Learning Programs) About the role: SUMMARY OF POSITION The Program Quality Supervisor plays a critical role in supporting the mission and core values of LEARN by ensuring that high quality programming is consistently delivered in the communities LEARN serves. Under the supervision of the Manager of Program Quality & Compliance and the Managers of Curriculum & Staff Development, the Supervisor will support and supervise Program Coordinators to ensure that programming reflects the mission and core values of the organization, as well as the specific goals, objectives and quality standards of each program. The Supervisor oversees and manages staff to assure continuous quality improvement and proper implementation of organization and program policies, standards and procedures, complying with all school district and funding agency regulations and requirements. What you'll do: ESSENTIAL DUTIES & RESPONSIBILITIES The essential job activities described here are representative of those that must be met by an employee to successfully perform the functions of this job. Oversee the site-level delivery and continuous quality improvement of all LEARN programs, consistent with the organization’s mission, core values and yearly goals. Develop and foster positive relationships with all program stakeholders – LEARN staff, district and school administration, teachers, school staff, parents and students – to effectively communicate and collaborate around meeting program quality standards. Provide oversight, leadership, coaching, and management of staff to meet program quality standards and regulatory requirements. Carry out supervisory responsibilities in accordance with organizational policies and applicable laws and foster high quality staff by: Conducting regular site visits (at least 50% time) to oversee site-level planning, implementation and evaluation of all program requirements, components and activities. Recruiting, hiring, training, and managing the performance of all program staff; Planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; and facilitating staff meetings; Ensuring staff responsibilities, authorities, and accountabilities are defined and understood; Monitoring that LEARN’s curriculum and resources, developed to support common core state standards, are consistently implemented by all sites; Ensuring that Coordinators and their staff consistently adhere to the Employee Handbook, Program Staff Handbook, and all other organizational/program policies and procedures. Oversee program operations and grant/contract compliance, under the supervision of the Manager of Program Quality & Compliance, by: Overseeing the management of program site budgets to ensure funds are used to deliver high quality programming – sites have program supplies, materials, equipment and provide field trip opportunities. Working closely with each Coordinator to support day to day operational needs; Provide training and professional development related to program operations and compliance, supported with on-site and follow-up coaching to ensure the development of their skills and leadership to implement high quality programming. evaluating continuous quality improvement goals by developing monthly attendance and progress reports for each program site assisting with timely distribution and collection of evaluation instruments ensuring monthly documentation required by grants is collected and filed according to policy including but not limited to staff schedules, in-kind documentation, staff observation tools, and principal meeting agendas. Ensuring work time is accurately recorded, submitted and approved on time each pay period. Facilitate After School Advisory Council meetings and ensure attendance from all stakeholders. Oversee the delivery of high quality educational programs for all participants, under the supervision of the Managers of Curriculum & Staff Development, by: Work closely with each Expanded Learning Program Coordinator to support day to day curriculum and staff development needs; Provide Expanded Learning Program Coordinators training and professional development, supported with on-site and follow-up coaching to ensure the development of their skills and leadership to implement high quality programming. Ensure sites foster parent engagement and education opportunities into programs Ensuring Coordinators collaborate with school admin implement programming aligned with the regular school day curriculum that is high interest and highly engaging for youth. Monitor program quality by ensuring monthly documentation required by the Manager is collected and filed according to policy, including but not limited to curriculum calendars, lesson plans, project proposals, program schedules, and staff observation tools. Ensure sites foster parent engagement and education opportunities into programs Identify and nurture cross-program and inter-agency partnership development opportunities that will increase program quality. Perform other job related work and special projects as needed/assigned by the Managers and/or Director of Programs. Other duties as assigned. Minimum Qualifications: EDUCATION & EXPERIENCE Bachelor’s degree from accredited college or university with a major or emphasis in a related field (education, psychology or equivalent). Must have at least five years of progressive experience working with teams/individuals in an educational setting. Must have at least two years of experience in providing staff direction/development and managing educational youth programs. KNOWLEDGE, SKILLS, & ABILITIES Demonstrated ability to work effectively with low-income families; Knowledgeable of community resources and agencies serving low-income youth and their families, or willingness to learn; Able to interpret and implement policies, procedures and regulatory requirements; Demonstrated leadership, personnel management, financial management abilities, organizational and administrative skills; Able to work independently, take initiative, be flexible and demonstrate adaptability towards a variety of job responsibilities; Demonstrated ability to competently meet deadlines and adapt to changing priorities; Able to consistently demonstrate sound judgment, good decision-making, problem-solving, and able to coach others to do the same; Able to exercise confidentiality and discretion pertaining to the work environment; Willing to work occasional evenings and weekends; Able to interpret a variety of instructions provided in written, verbal, diagram or schedule form; Able to lead and participate in staff training, including obtaining CPR/First Aid certificates. Able to travel locally on a regular basis; reliable personal transportation needed; current California driver license, auto insurance and acceptable driving record are required. The LEARN main office is located in Whittier, CA and the Before School Programs are located on public school campuses in El Monte, CA. LANGUAGE & COMPUTER SKILLS Able to effectively and professionally interact and communicate, verbally and in writing, with program staff, participants, school staff, volunteers, and a public from diverse cultural, socioeconomic, and disciplinary backgrounds; Competence and comfort with multiple computer applications such as Microsoft Office, Adobe Acrobat, and web-based communication tools, such as e-mail and Internet. Other Skills and Abilities: Must have an interest in working with at-risk youth to help them achieve their highest potential. The ability to understand the needs and differences in children. Requires the ability to balance emotional support and discipline to deal with child behavior problems and resolve other types of conflict. Must possess excellent interpersonal skills and be a team player. Must be punctual, dependable, and responsive to supervision. PHYSICAL SKILLS Requires the visual acuity to observe the activity of children and others. Must be able to lift and carry small loads (up to 25 lbs.) and walk/stand for prolonged hours. ADDITIONAL REQUIREMENTS Must complete and successfully clear FBI and DOJ Criminal Background Checks and Health (TB) Test. Condition of Employment & Benefits: This position oversees Before School Programs and requires the candidate to be available for work Monday through Friday, 6:00 AM – 2:00 PM. This is a full-time exempt position with benefits and an annual salary range of $68-640-$75,852 based on highest level of education completed.
