Utilities Operations Assistant Manager This is a promotional opportunity only available to current City of Ontario employees. This position is responsible for assisting in managing the activities, operations and staff within OMUC's Operations Division. This area of assignment will allow the selected candidate to gain exposure to water distribution and wastewater collection system operations, preventative maintenance programs, infrastructure construction repairs, customer service and emergency response. The typical essential functions performed by the Utilities Operations Assistant Manager include the following: • Assists with developing, implementing and managing utilities operations, programs and activities including water distribution, wastewater collection, preventative maintenance, infrastructure construction repairs, customer service, meter reading, cross connection prevention, land development review and integration of new construction, safety, emergency response and other related functions. • Participates in the development and implementation of departmental goals, objectives, policies, and priorities within the Utilities Operations Division; assists in the preparation of the division budget, makes budget recommendations, and monitors expenditures to ensure budgetary compliance. • Participates in monitoring, evaluating and improving the efficiency and effectiveness of methods and procedures; assesses and monitors workload; identifies, makes recommendations, and implements areas of improvement; supervises and directs the activities of assigned staff including employee selection, work assignment, safety training and compliance, performance evaluation, employee development, disciplinary action, and complaint resolution. • Develops and maintains accurate information and records within assigned sections; responds to requests for information; conducts a variety of studies and investigations; prepares and submits operations reports to local, state and federal agencies within assigned sections; assists with administering grant applications and reporting process. • Assists with the coordination of division activities with other City divisions and outside agencies; communicates and collaborates with various agencies and representatives, including county and other governmental officials and City departments. • Attends and participates in professional group meetings; remains current on new trends and innovations in the field of utilities operations. • Participates in emergency response management; assists with managing the division's safety program to ensure compliance with all federal, state, and local rules, regulations, procedures and departmental safety directives, policies and practices; conducts safety training and monitors staff compliance with applicable safety practices; assists with the oversight of regulatory and environmental compliance within the division. • Researches, responds and resolves customer inquiries and complaints within assigned sections. • Performs related duties as assigned. Education Equivalent to an Associate's degree from an accredited college or university with coursework in engineering, business administration, public administration or related field. Additional years of applicable experience at the lead or supervisory level may be substituted for education on a year-for-year basis. Experience Five years of progressively responsible experience in water utility service operations including two years of lead or supervisory experience. Note: If substituting the education requirement, a minimum of seven years of progressively responsible experience in water utility service operations including four years of lead supervisory experience is required. Certifications Possession of a valid Grade D4 certification in Water Distribution and Grade T2 certification in Water Treatment. A copy of your certificates must be attached to your application. Licenses Valid Class C California driver's license and an acceptable driving record at the time of appointment and throughout employment. Desirable Bachelor's degree in engineering, public administration or a related field.
