The City of Bellevue is currently working on a long-term city-wide program to implement modern, user-friendly enterprise technologies that will make work more efficient and provide better data insights. This program called Business Transformation, will ensure Bellevue’s business systems, processes, employees, and technology meet the needs of the community and workforce, both now and in the future. We are looking for two enthusiastic and experienced Product/Project Managers to join the Business Transformation Program team, under the Information Technology Department. These positions will play a key role on the program, working in a highly collaborative environment to deliver innovative digital services city-wide, with oversight for one or more highly complex and enterprise-wide products and/or projects that will significantly transform the way Bellevue provides services to the community and operates internally. One role will be allocated to working with the Customer Relationship Management and Enterprise Service Management workstreams under the program, while the other will focus on Human Resources, Financial and Enterprise Asset Management systems replacement. In these positions, each product manager will perform a wide variety of professional duties, including research, planning, city-wide coordination, process improvement, project management, organizational change management and vendor management to facilitate development, deployment and lifecycle management of enterprise technology solutions, architecture and ecosystems to meet Business Transformation Program goals efficiently and effectively. They will also have responsibility for managing large cross-functional product teams and providing management for product delivery, including project, scope, budget and schedule management, Steering Committee engagement, cross-functional collaboration, and status reporting. The role is a limited term with an expected duration of 5 years. The successful candidate will have the following essential duties and responsibilities: • Leads the planning, design, development, implementation, lifecycle management and continuous improvement of complex technology solutions and collaborates across the city to design, develop, and implement products that align with city and program priorities, strategic plans and goals. • Supports strategic product planning, including the development of goals, product roadmaps, work plans and mechanisms for regular assessment of performance toward the goals. • Provides leadership and detailed guidance to one or more multi-functional teams composed of software developers, business analysts, subject matter experts, project managers and vendors through creation of plans, determination of team priorities and establishment of team processes needed to achieve product objectives. Drives complex decision making through teams with differing interests and expertise. • Fosters collaborative relationships with city leadership, cross-functional teams and subject matter experts to create unified systems and products that support city priorities, strategic plans and goals. • Manages and leads product initiatives and large, complex projects, ensuring they are delivered on time, meet expected quality standards and achieve desired outcomes while also minimizing organization disruption and preparing users to successfully adopt associated changes. • Advanced technical product and project management skills with proven experience leading enterprise software implementation projects. • Strong leadership and interpersonal skills, with prior experience managing cross-functional teams and demonstrated ability to build relationships and work effectively with diverse groups of stakeholders. • Strong analytical and problem-solving skills, with the ability to think innovatively, critically and strategically and with a future-focused mindset. • Excellent written and verbal communication skills, with the ability to effectively communicate information to both technical and non-technical audiences • Proven experience leading organizations through transformational change. Education, Experience, and Other Requirements • Bachelor’s degree in computer science, information technology, or closely related field or equivalent work experience. • 5 or more years of experience as a Product Manager or Senior IT Project Manager in a technology environment. • 2 or more years managing large, enterprise product or project structures, with proven success. • Product, Program and/or Project Management certification preferred. Flexible/Hybrid Working: The City is implementing a flexible/hybrid work policy that will allow staff to work remotely. Full-time remote work is not an option. Remote work for this position is subject to department's operational needs and will be discussed with candidates during the selection process. Once hired, employees must reside in the State of Washington. Work Authorization: All applicants will be required to establish employment authorization and identity at the time of hire.
