CHRS Technical Director – California State University, Office of the Chancellor, Long Beach, California. Join our team at the CSU Chancellor's Office and help shape the next generation of HR technology for our system. The CHRS Technical Director will oversee and coordinate all technology aspects of the Common Human Resource System (CHRS) initiative. Salary: Anticipated salary hiring range is up to $200,556 per year, commensurate with qualifications and experience. Classification: Administrator III. Location: Long Beach, California. This position is approved for telecommuting two days per week, with three days in the office. Responsibilities Provide strategic leadership for all internal Chancellor's Office CHRS technology workstreams, holding functional and technical staff accountable and dictating work demands and timelines. Develop a project plan for adopting all delivered Oracle fixes that are backlogged as well as establishing a sustainable methodology for regular adoption as delivered to stay current. Develop technical project timelines and deliverables for the remaining campuses of the CSU to adopt CHRS and work directly with management from each of the Chancellor's Office technology workstreams to ensure they are being met and are of the quality to be turned over to the campuses. Coordinate with campus HR leadership teams to identify, document and develop solutions for areas of concern. This position will critically analyze potential gaps and determine if they are truly in need of new technical development, or if the campuses will need to change their business process to accommodate the system as delivered. Oversee the training timelines and deliverables. By reviewing the campus progress as well as documenting assessments and outcomes, this position will develop and prioritize training priorities and needs related to adoption of core non-customized PeopleSoft HCM 9.2. Understand the ERP market and will lead the effort in identifying new technology opportunities, both within existing products as well as potential new products that solve identified critical gaps or deliver substantial opportunities for efficiencies especially around supporting the CSU Multi-U initiative (centralized shared service support). Manage the entire testing program for CHRS, ensuring proper test scripts for every possible internal system workstream is documented and aligned with any required training materials; capturing testing outcomes; documenting gaps and developing priorities and timelines to aid the Training teams. As part of the CHRS Leadership Team, provide input and recommendations on any areas of improvement based on observations and experience. Qualifications BS/BA in computer science, information systems, business administration or relevant field (MS/MA preferred). 10-plus years of experience in higher education required. 10-plus years of management experience required. Expert knowledge and experience of Oracle/PeopleSoft HCM application, across multiple modules. Experience translating Oracle/PeopleSoft HCM baseline (as delivered) system capabilities into adaptable business processes applicable across the entire CSU system. Experience leading and managing teams and coordinating projects for large scale ERP projects in Human Resources. Experience leading in a complicated, distributed, large organization. Experience shaping strategy and guiding decision makers toward defining clear priorities and adopting best business practices, using core delivered existing Oracle/PeopleSoft functionality with limited customizations/modifications. Expertise in PeopleSoft, including new features and functionality, helping customers get and stay current & deploy delivered features. Great presentation & communication skills, work great with others. Experience in leading business process design and re-design. Experience managing vendors and contracted labor teams. Excellent knowledge of IT systems and infrastructure. Background in IT systems and planning IT implementations. Understanding of technology impacts within the larger higher education environment required – this entails understanding business process impacts and political implications of changes at all levels of the campuses. Strong understanding of technology development processes and methodologies including the impacts of testing and training. The ideal candidate will have experience working in a multi-faceted, complex university. Experience working a highly regulated environment preferred. A strong understanding of data analysis and business operations is strongly preferred. Superior analytical and problem-solving capabilities. Experience working with and overseeing unionized employees preferred. Excellent organizational and leadership skills and demonstrated ability to plan, organize, coordinate and direct multiple projects and activities with competing deadlines. Outstanding written and oral communication skills. Excellent interpersonal skills with ability to work collaboratively with diverse internal and external constituents.
