About the role: Bixal is seeking a Technical Product Lead to guide the strategy, planning, design, development, and delivery of digital products that support the Office of Head Start (OHS). In this role, you will steward the full product lifecycle—from idea generation to launch, iteration, and long-term maintenance—ensuring each product delivers measurable value and aligns with federal requirements, human-centered design principles, and OHS Working Principles. The Principal Product Manager plays a critical role in overseeing technical approaches across the Head Start Information and Communication Center (HSICC) portfolio, coordinating with cross-functional agile teams, and communicating complex technical concepts to non-technical stakeholders. A key responsibility includes leading products through the Authority to Operate (ATO) process and ensuring ongoing compliance, security, accessibility, and product performance. This role requires a proactive, iterative, and user-centered mindset, with the ability to pivot quickly in a continuous learning environment. Ideal candidates bring experience in product management, agile delivery, and technical oversight within government or mission-driven spaces, along with strong bilingual English/Spanish communication skills. This is a full-time position contingent on contract award by our client, with a defined performance period of one year with four one-year option periods. Compensation: The salary range for this role is $150,000 – $165,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. Responsibilities: Product Strategy & Leadership Lead a tech team in the strategy, planning, design, development, and delivery of digital products. Own the development of product roadmaps, strategies, and measurable outcomes across HSICC digital platforms. Guide products from initial concept through launch and post-launch optimization, ensuring a cohesive and transparent product vision. Prioritize high-value work using agile methodologies and continuous discovery practices. Collaborate closely with executive-level OHS stakeholders to translate user needs, business goals, and technical requirements into actionable product plans. Technical Planning & Delivery Accountable for the technical design and development approach for products, ensuring scalability, stability, accessibility, and alignment with federal requirements. Navigate and manage the ACF Authority to Operate (ATO) process, including documentation and security governance. Coordinate the deployment and maintenance of HeadStart.gov, mobile apps, and related digital tools on ACF-provided infrastructure. Ensure all products follow the U.S. Web Design System (USWDS), HHS policies, and industry best practices. Platform Operations & Continuous Improvement Provide ongoing technical support, updates, and maintenance for OHS digital platforms, including MyPeers and mobile applications. Maintain system architecture documentation, release notes, code repositories, and ATO artifacts in ACF-owned systems. Manage publishing processes for OHS applications in the Apple App Store and Google Play Store, ensuring compliance with federal requirements. Evaluate and enhance onsite search functionality; deliver recommendations and an implementation plan within the first 90 days. Content & Feature Management Improve CMS capabilities to support content creation, editing, metadata tagging, and workflow optimization. Oversee integration of external vendor-developed resources (up to two annually), ensuring compliance with OHS style, security, and user experience standards. Maintain and enhance specialized site features such as the Center Locator, Job Center, Events Calendar, and Grant Application Toolkit. Support integrations with external systems where appropriate and ensure components remain user-centered and technically sound. Spanish Translation & Multilingual Quality Provide high-quality Spanish translations for website content and digital products. Maintain and update a glossary of terms to ensure consistent translation quality and alignment with OHS terminology. Other relevant duties as assigned and qualified/trained to perform Qualifications: Bachelor's degree in a relevant field, plus at least 10 years of related experience with at least 4 of those years in a leadership position. Excellent communication and collaboration skills, with experience working in cross-functional teams. Must be able to obtain and maintain a Public Trust security clearance Certification and hands-on experience with Agile methodologies (e.g., CSPO, CSM, SAFe). Demonstrated experience as a Product Manager, Product Owner, Scrum Master, Agile Coach, or in a comparable role driving iterative product delivery. Proven ability to communicate complex technical needs to non-technical stakeholders. Experience managing digital products through full lifecycle, including roadmap planning, release management, and continuous improvement. Familiarity with federal IT compliance, accessibility, and security standards (e.g., ATO processes). Experience supporting mobile app development, publishing, or store compliance workflows. Understanding of the U.S. Web Design System (USWDS) and federal accessibility standards (Section 508/WCAG). Knowledge of human-centered design methodologies and user research practices. Familiarity with agile tools such as Jira, Azure DevOps, or similar platforms. Nice to Have Skills and Experience: Bilingual proficiency in English and Spanish. PMP certification. At least 5 years of experience working in a Head Start program or supporting Head Start initiatives. Experience working with federal agencies, ideally HHS, ACF, or OHS. Background working with Content Management Systems, cloud infrastructure (AWS or Azure), or enterprise-scale web platforms.
