compensatedOverview We are seeking a Senior Software Developer experienced in audiovisual file formats, metadata standards, and open-source tool development. This role supports the Federal Agencies Digital Guidelines Initiative (FADGI) by enhancing and maintaining two key OSS tools: • BWF MetaEdit – for embedded metadata in Broadcast Wave (BWF) files • FFmpeg – for transcoding, metadata extraction, and archival format support You will develop new features, address defects, collaborate with federal stakeholders and OSS communities, and ensure compliance with standards such as FFV1 (RFC 9043), Matroska, MXF/RDD-48, and emerging C2PA provenance requirements. Clearance: Library of Congress contractor fitness determination (i.e. US Citizenship and clean record are a must) Disclaimer: In full disclosure, the full-time job is not available yet - expected Jan/Feb next year. In the meantime, we will likely need part-time consutling help, which will be compensated at an agreed-upon rate. Responsibilities • Enhance BWF MetaEdit functionality—including accessibility improvements and implementation of content authenticity/provenance data (C2PA/Content Credentials). • Develop FFmpeg features supporting FFV1, Matroska timecode structures, and MXF/RDD-48 archival requirements. • Provide troubleshooting and maintenance for both tools, responding within required timelines. • Conduct at least one round of user testing per major release with FADGI stakeholder participants; deliver summary reports and recommended fixes. • Update and maintain documentation, user guides, and change logs for both software applications. • Collaborate with the Library of Congress, FADGI working groups, and relevant OSS communities (e.g., CELLAR, Matroska developers). • Follow the project’s approved PMP, participate in kickoff and planning meetings, and manage development tasks to meet release schedules. Required Qualifications • 5+ years developing or maintaining open-source software involving embedded metadata and audiovisual file formats. • 5+ years working with file format validation and metadata extraction tools. • Expertise with FFmpeg, BWF MetaEdit, and languages such as C/C++ and Assembly. • Deep knowledge of Broadcast Wave, FFV1, Matroska, and MXF formats, including metadata, timecode, captions, and fixity/integrity structures. • Experience with provenance and authentication workflows, ideally including C2PA implementations. • Demonstrated ability to perform bug fixes, deliver prompt support, and communicate technical information clearly in writing. • Ability to collaborate with federal stakeholders and participate in remote meetings and user testing sessions. Preferred Qualifications • Prior contribution to FFmpeg, Matroska, or related OSS standards groups. • Experience improving software accessibility. • Experience with archival, digital preservation, or cultural heritage technologies.
