15+ years program delivery experience including 10+ years federal government programs, PMP/PgMP certification, leadership of cross-functional technical teams, and expertise in Agile frameworks and federal contracting.
As the Vice President of Program Delivery, you will oversee a portfolio of complex, multi-year contracts across HHS and other federal agencies, ensuring exceptional delivery, customer satisfaction, and mission impact. You will lead technical and operational teams, drive execution excellence, and serve as a key member of the executive leadership team guiding growth and strategy. Key ResponsibilitiesStrategic Oversight • Define and implement a unified program delivery strategy aligned with corporate growth objectives, technical innovation goals, and client mission outcomes. • Oversee a diverse portfolio of contracts at HHS and other federal agencies, ensuring consistent, high-quality delivery across programs. • Serve as a key member of the executive leadership team, contributing to strategic planning, revenue forecasting, and operational readiness. • Translate strategic initiatives into executable delivery frameworks with clearly defined technical and operational milestones, leveraging Agile practices including SAFe, Scrum, and Scrumban where appropriate. Program Governance & Execution • Provide oversight for all contracts and programs in your portfolio, ensuring alignment with contractual requirements, schedule adherence, and performance expectations. • Lead program reviews, risk assessments, and delivery audits to ensure technical quality, compliance, and customer satisfaction. • Approve and guide project artifacts such as system architectures, implementation roadmaps, QA plans, and change control strategies. Technical Team Leadership • Provide leadership and direction to multidisciplinary technical teams, including solution architects, cloud engineers, data scientists, developers, and cybersecurity professionals. • Guide the technical execution of projects, ensuring that delivery teams follow best practices in Agile (SAFe, Scrum, Scrumban), DevSecOps, cloud engineering, and secure software development. • Serve as an escalation point for technical issues, helping teams troubleshoot and resolve challenges quickly and effectively. • Partner with technical leads to drive technical innovation, ensure the right technology choices, and maintain high engineering standards. Client & Partner Engagement • Act as the executive liaison for strategic clients across HHS and other agencies, maintaining ongoing communication and ensuring satisfaction with both technical execution and overall delivery. • Lead client discussions on solution design, system modernization, digital transformation, and enterprise architecture when required. • Manage subcontractors and partners delivering technical components of the work, ensuring coordination, accountability, and delivery quality. Resource & Capacity Management • Oversee enterprise-wide resource planning, balancing technical and non-technical staff assignments across your contract portfolio to meet evolving requirements. • Work closely with HR and recruiting to hire, develop, and retain high-performing delivery staff and technical experts. • Ensure technical team members are properly trained, certified, and onboarded to meet both internal quality standards and client-specific requirements. Performance Monitoring & Reporting • Define, track, and report technical and programmatic KPIs across your portfolio of contracts, including system performance, uptime, security posture, and delivery milestones. • Provide executive-level reports on program health, staffing allocations, technical challenges, and client satisfaction. Compliance & Risk Management • Ensure delivery teams follow applicable standards and frameworks such as NIST, FISMA, FedRAMP, Section 508, ISO, and CMMI. • Monitor technical and operational risks and lead the implementation of mitigation strategies and contingency plans. Business Development Support • Support capture and proposal development by contributing to technical solutioning, delivery strategy, staffing plans, and pricing. • Lead transition-in planning for new contracts and provide support on recompetes through lessons learned and performance documentation. Continuous Improvement & Innovation • Foster a culture of innovation and continuous improvement across delivery teams, using Agile frameworks such as SAFe, Scrum, and Scrumban to optimize flow and delivery. • Evaluate and introduce new tools, technologies, and frameworks to increase delivery efficiency and technical capabilities. • Promote cross-program knowledge sharing and support Centers of Excellence (COEs) in areas such as Cloud, Data, Cybersecurity, and Agile Delivery. Required Qualifications • Bachelor’s degree in Information Technology, Business Administration, Engineering, or a related field; Master’s degree preferred. • PMP, PgMP, or equivalent project/program management certification required. • Formal experience leading teams and programs using Agile frameworks such as SAFe, Scrum, and Scrumban. • 15+ years of experience in program and contract delivery, including 10+ years managing federal government programs. • Proven track record of managing cross-functional technical and operational teams in the execution of complex, multi-year contracts. • Deep knowledge of federal contracting, acquisition lifecycle, and agency mission delivery. • Strong leadership, organizational, and decision-making skills with the ability to influence at all levels.
